Lynnwood Wastewater treatment plant (WWTP) collects and treats wastewater from a sewer service area of approximately 6,000 acres. The City’s goal is to protect public health and the environment by effectively treating sewage before it is discharged back into natural water bodies or reused.

fUTURE cONSULTANT oPPORTUNITIES

The City of Lynnwood will be seeking qualified consulting firms to support the design of major upgrades to its Wastewater Treatment Plant (WWTP). These upgrades aim to modernize existing infrastructure, increase treatment capacity, and ensure long-term compliance with evolving regulatory requirements. This is a significant investment in the City's utility infrastructure and represents an exciting opportunity for consultants with expertise in large-scale wastewater treatment plant design. The City intends to use a General Contractor/Construction Manager (GC/CM) delivery model, also known as Construction Manager at Risk (CMAR). Therefore, interested firms should have demonstrated experience in collaborative project delivery methods such as GC/CM to ensure effective coordination throughout design and construction. 

The City anticipates launching the procurement process in June 2025, with a contract award expected by the end of September 2025

In 2020, the City engaged the services of RH2 consultants to conduct a thorough evaluation of the Wastewater Treatment facilities and provide engineering recommendations to address the operational deficiencies, regulatory requirements, and expansion of the facility to accommodate growth. RH2 provided engineering recommendations along with estimated costs and a preliminary implementation schedule for the proposed improvements.

Value Engineering Review of Lynnwood WWTP Facility Plan

Given the scale of these improvements, the City deemed it essential to undertake additional analysis and planning to ensure the seamless continuation of operations during the construction phase. The City has recently hired Hazen and Sawyer to perform a value engineering review of the WWTP Facility Plan. This process will help the city identify potential risks and opportunities, ensuring that the investments yield the maximum benefits to the public.

WWTP Major Upgrades Current Status

The city of Lynnwood Public Works is currently in the selection process for hiring an Owner Advisor to assist the City in three phases:

  • Phase1: Pre-design planning, Procurement and Management
  • Phase 2: Design and Pre-construction
  • Phase 3: Construction

KBA has been selected as the Owner Advisor. The City is planning to use collaborative delivery methods for this Major Upgrade Project once approved by the Washing State Project Review Committee.
